Eric Joseph | Senior Strategy & Finance Consultant
Eric Joseph is a Senior Consultant at PalmPoint Strategy and a high-impact leader at the convergence of digital transformation, financial strategy, and international development. Drawing on more than 12 years of program management experience with the U.S. State Department, USAID, local governments, and multilateral institutions across Latin America, Eric has consistently delivered complex, multi-stakeholder engagements that translate strategic vision into real-world results for governments, NGOs, and private sector organizations operating in some of the world's most demanding environments.
A Fulbright Scholar and recipient of the prestigious U.S. Embassy Mission Honor Award, Eric is widely respected for his ability to navigate political complexity, mobilize cross-sector partnerships, and drive accountability at every level of execution. He holds a Master's in Public Policy and is completing an Executive MBA at Florida International University, deepening a practice already anchored in rigorous financial analysis and evidence-based decision-making.

Jerry Etienne is a procurement professional with over 15 years of experience in acquisition and purchasing operations. He has a strong background in general services management and procurement, with proven experience supporting administrative and operational needs. Throughout his career, he has worked in the Haitian private sector as well as with the United States government through the U.S. Embassy in Haiti, gaining valuable experience in procurement procedures, vendor relations, and contract administration.
His work has involved procurement planning, supplier sourcing, contract coordination, and ensuring that purchasing activities are conducted efficiently and in compliance with established procedures. Known for his organizational skills and attention to detail, he has contributed to improving purchasing processes and supporting effective operations within the organizations he has served. Jerry Etienne is fluent in English, French, and Haitian Creole, allowing him to work effectively in multilingual and diverse professional environments.

Ernst Laurent Raymond is a procurement and contracting executive with a proven record of delivering strategic value across international development, government, and private-sector environments. Over the course of his career, he has managed procurement portfolios exceeding $400 million, leading complex acquisition operations while ensuring rigorous compliance, transparency, and operational efficiency.
Raymond has held key procurement and contracting roles with globally recognized organizations including Heineken, the United States Department of State, United States Agency for International Development, and Olgoonik Logistics LLC. His experience spans the full lifecycle of procurement and contracting—from acquisition strategy and solicitation design to negotiation, contract administration, and supplier performance management. Throughout his career, he has successfully built resilient supplier networks, implemented structured procurement frameworks, and negotiated strategic agreements that deliver measurable financial and operational impact.
Recognized for his strategic mindset and results-oriented leadership, Raymond specializes in aligning procurement systems with organizational missions and long-term operational goals. His work emphasizes building strong partnerships with clients, suppliers, and stakeholders to ensure procurement becomes a driver of efficiency, accountability, and sustainable value creation.

Fenby Valbrun | Senior Progam Manager
Fluent in English, French, and Haitian Creole, Fenby Valbrun is a Monitoring, Evaluation, and Learning (MEL) and Program Management Specialist with fifteen years of progressive experience supporting donor-funded and public-sector programs across health, governance, justice, social development, and humanitarian sectors. He has led and contributed to various evaluations, performance monitoring systems, and learning frameworks for international partners including USAID, the U.S. Embassy (INL), International Foundation for Electoral Systems (IFES), the American Red Cross, and World Vision.
His technical expertise spans results-based management (RBM), mixed-methods research, evaluation design, indicator frameworks, data quality assurance, and knowledge translation. Fenby has extensive experience developing logical frameworks, M&E plans, evaluation matrices, data-collection tools, and evidence-based reports that directly inform program adaptation and strategic decision-making.
